Phase 2 - Pilot and Evaluation (January - December 2023)
In phase 2, we will pilot the new framework using our 3 ECE partners. The Tongan Kakala framework developed by Professor Konai Helu-Thamen will guide this process ensuring quality in all research steps and processes. There are 6 steps in framework which aligns with the steps to making a Kakala, a flower garland. When making a garland, the weavers must prepare the designs for their Kakala, gather the appropriate materials, complete the Kakala, then gift the Kakala to the intended recipient. The 6 steps are Teu, Toli, Tuli, Luva, Malie and Mafana. This study will use the Teu, Toli and Tui stages.
Toli refers to choosing and picking the best flowers. It emphasizes ‘quality’ where flowers are purposely selected and carefully picked which will depend on the Teu or preparatory phase.
To reflect the Toli stage, there will be a prioritization exercise weighting the measures that will form a composite score for Pacific Child Wellbeing. The ‘Tui’ stage will occur in Phase 3 of the project which involves the dissemination of findings.
